Bilingual Google Ads & SEO Research, Campaign Plan, and Owner Brief
Research snapshot: 25 September 2026
Business/location: Al Ettejah Al Saheeh, Abu Dhabi, UAE (as stated in the supplied handoff)
Primary paid-search outcome: relevant WhatsApp enquiries and phone calls
Status: Research and drafts only. No campaign was published, enabled, or given new spend.
Owner decision in one sentence: Validate the website and the business’s exact licensed service scope first; then run a tightly controlled Google Search test around typing/document preparation and, only after translator/authorization checks, legal translation. Do not promote the full service inventory as if every government or regulated service were already cleared.
1. Executive recommendation
- Use Google Search, not Performance Max, Display, or a broad awareness campaign, for the first test. The objective is a local service enquiry, and the available evidence supports exact service/local-intent clusters. Start with Google Search only; do not let broad multi-channel automation obscure which service or language produced the contact.
- Plan two service campaigns and four language-specific ad groups: (1) Typing & Document Services — English and Arabic; (2) Legal Translation — English and Arabic. Keep the legal-translation campaign as a draft until the owner supplies the relevant business activity, named qualified translator/provider, service scope, and accurate landing-page claims. If only typing/document preparation is cleared, begin with one campaign rather than forcing two.
- The clearest measured demand signal in the supplied export is “typing center near me”: 5,000 average monthly searches, low competition, and a historical USD 0.19–0.55 top-of-page bid range. “typing center abu dhabi” and “typing office abu dhabi” each show 500 average monthly searches with low competition. These are the strongest first Planner/launch candidates, subject to the real location and licence being confirmed.
- Arabic priority: “مكتب طباعة قريب مني” shows 500 average monthly searches, medium competition, and a USD 0.17–0.45 historical bid range; “مكتب طباعة ابوظبي” shows 50 searches and USD 0.18–1.39. “ترجمة قانونية ابوظبي” shows 500 searches and USD 2.18–7.85, but remains gated until legal-translation qualifications and claims are documented.
- Do not treat volume as lead quality. Planner search counts, competition labels and bid ranges are historical estimates, not clicks, customer demand available to this business, qualified leads, sales, or ROI. Search volume includes close variants and depends on selected location/network settings; the supplied 17,450 summary is a summed planning statistic across overlapping keyword rows, not 17,450 unique prospective customers.[1][2]
- Budget ceiling: retain the handoff’s approximate AED 3,000/month media ceiling, around USD 800–820 at the handoff conversion estimate. The existing planning split is $17/day for typing/document services plus $10/day for legal translation, or $27/day total. Google’s average daily budget can overdeliver up to 2× on some days; for most campaigns the monthly charging limit is 30.4× each campaign’s average daily budget. At $27/day total, that is about $820.80/month before any currency-conversion/payment effects. Confirm the account currency and owner’s hard AED limit before launch.[4]
- Two launch blockers remain: the supplied business website did not resolve from this VPS when checked, and the referenced company-profile/licensing PDF was not among the files available in this chat cache. This is not proof the website is globally offline; the owner should confirm the correct URL and provide the licence/translator evidence. Do not publish ads to an unverified or unreachable destination.
2. Materials reviewed and data integrity
Files actually available and checked
HERMES_HANDOFF_AL_ETTEJAH_GOOGLE_ADS.md— project status, campaign drafts, target, planning budget, service inventory, gates, and measurement limits.Al_Ettejah_Google_Ads_Complete_Keyword_Plan.xlsx— four source sheets: Owner Summary, Positive Keywords, Negative Keywords, Verified Metrics.Keyword Stats 2026-09-25 at 02_15_03.csv— Google Keyword Stats export covering 1 September 2025–31 August 2026.
The handoff also refers to a company profile PDF and earlier research/audit Markdown files, but those files were not in the supplied chat attachments or cached document folder available for this review. The service inventory below is therefore treated as reported in the handoff, not independently confirmed against the licence or company-profile PDF.
Reconciliation: submitted list versus stats export
A normalized exact-text comparison finds 175 submitted positive terms, 171 keyword rows in the supplied Stats CSV, 65 source negative terms, and no extra CSV terms. Four submitted terms are absent from the supplied Stats CSV:
public notary abu dhabilegal translator abu dhabityping centre abu dhabiكاتب العدل أبوظبي
The files identify which four are not represented in this Stats export, but do not identify why. They may have been consolidated, omitted, or otherwise handled by Google; the exact cause requires a fresh export from the saved Keyword Planner plan. The new workbook preserves all 175 source terms, the 171 CSV rows, all 65 negatives, and a separate reconciliation sheet. It does not overwrite the source evidence.
Planner settings and interpretation
The handoff states Abu Dhabi city, Search, all languages, and a 12-month historical window; the CSV itself confirms the period and Abu Dhabi summary, shows USD bid currency, and contains blank per-keyword metrics for many terms. The export does not separately preserve language/network settings at each keyword row, so the English/Arabic comparisons below should be refreshed in Keyword Planner with each language selected separately. Google’s Keyword Planner guidance specifically identifies location, language, network, and date range as settings for historical keyword data.[1][2]
Do not quote the 17,450 summary as unique reach or expected leads. Keyword Planner average monthly searches are rounded historical estimates and include close variants; similar terms may overlap. Blank cells mean not reported in this export, not zero. A 0.0 remains a reported zero. The low/high top-of-page amounts are historical USD bid ranges, not the account’s actual CPC or a bid recommendation.[2]
3. Abu Dhabi market and competitor review
Method and evidence limit
Reviewed a purposive sample of nine provider websites covering broad typing/transaction centers and translation specialists, plus the Abu Dhabi Judicial Department’s public typing-office/notary resources. Four public Facebook pages were readable while logged out; linked Instagram pages were either login-gated or not useful for a content audit. This is a useful working sample, not a census of every Abu Dhabi provider. Competitor pages are self-published marketing, not independent proof of licence, quality, review integrity, service results, or current branch status.
A logged-out Google Search check using four English/Arabic service queries and the gl=AE parameter was blocked by Google’s unusual-traffic checkpoint on 25 September 2026. I stopped there; no current Google Ads placements or competitor ad copy were verified. This is an access limitation, not evidence that competitors were not advertising.
Public webpages reveal on-page service wording, landing-page structure and contact paths. They do not reveal a competitor’s exact Google Ads keywords, bids, budget, conversion rate or best-performing search terms. An organic appearance—or a single ad seen once—would not prove sustained paid performance. Use the client account’s Auction Insights and its own Search terms report after launch; do not present public website phrases as confirmed competitor Ads keywords.[8]
Observed competitor themes
| Provider | Public positioning and observable conversion path | Implication for Al Ettejah |
|---|---|---|
| ALIFBA Transactions | Abu Dhabi site combines legal/translation/business services, ADJD-related support, company formation/licensing, PRO/visa/typing, WhatsApp and quote CTAs. Its Facebook page showed 7 followers and a visible 16 Sep 2026 post in the logged-out snapshot; Instagram/LinkedIn links were present.[17][26][32] | Direct broad-service competitor. Compete with clearer, narrower service pages and transparent role/fees—not an “everything official” claim. |
| Tasmeel Typing Center | Hamdan Street/Abu Dhabi typing-office and visa/document wording; calls, WhatsApp and directions. Its site self-claims 15+ years and licensed professionals; those claims were not independently verified.[18] Its Facebook page showed 22 followers and a visible 8 Nov 2025 post; Instagram content was login-gated.[27][30] | Strong central-city typing intent. Validate the client’s real location before bidding on Al Nahyan/Muroor/“near me” terms. |
| Hayak Business Services | Abu Dhabi typing, document handling and clearance; broad service list and prominent phone/WhatsApp/contact paths.[19] Its Facebook page showed 30 followers and a post displayed as “1 day ago” on the 25 Sep snapshot, about travel assistance; Instagram was login-gated.[28][31] | Broad service mix makes service-specific ad groups and pages more important than generic “all transactions” copy. |
| Taiseer Transactions Services | MBZ City positioning across typing/documentation, visas, Emirates ID, attestation, translation and business setup; site claims same-day service and official-channel processing.[20] | A broader peripheral-area competitor. Treat “official channel” and speed claims as self-claims; do not imitate without substantiation. |
| Lamasat Typing Center | Mussafah-26; government paperwork and business support; website displays 500+ cases, 48-hour turnaround and 98% success, all self-published and not independently checked.[21] | Corporate/documentation positioning is a possible contrast, but use only Al Ettejah proof it can substantiate. |
| Collective Companies Representation | Abu Dhabi government/PRO and visa-typing position with booking and WhatsApp; site displays 4.8/5, 10,000+ clients and 15+ years, not independently audited.[22] | Trust, convenience and direct contact are common conversion themes; any client testimonials/metrics need real evidence. |
| Aburuf Legal Translation Services | Legal translation, certified translation, typing/documentation and PRO language; its website claims MOJ/ADJD accreditation and court acceptance. Those credentials and any Abu Dhabi branch/service authorization were not independently verified here.[23] The visible Facebook sample had 996 followers and a 28 Jun 2022 translation post.[29] | Regional translation competitor; the owner should distinguish Al Ettejah’s actual translator/provider and acceptance scope. Do not repeat competitor credential claims as facts. |
| Jusoor Translation | Specialist legal/business translation, Abu Dhabi-office claim, phone and fixed-quote path; website claims MOJ accreditation and 40+ languages, not independently verified.[24] Its social links were visible but logged-out content was inaccessible.[33] | Specialist positioning makes language pair, qualifications, document type, quote time and confidentiality useful landing-page proof points. |
| Translation in Abu Dhabi (TAD) | Legal/certified translation, interpretation and transcription; broad language list and quote CTA. The website claims 20+ years and 1,000+ professionals; not independently verified.[25] | Search intent is more specific than a generic “typing centre”; legal translation merits its own page and campaign only after credentials are confirmed. |
Public social snapshot: follower counts and post recency above are observations from the logged-out Facebook page surface on 25 September 2026 and can change. They are not reach, engagement-rate, lead, or advertising-performance data.[26][27][28] The Aburuf Facebook page was also visible in this snapshot.[29] Linked Instagram profiles were login-gated, so their post-level content and engagement could not be checked; profile presence alone is not a performance signal.[30][31][32] Jusoor’s linked social content was similarly unavailable logged out.[33]
Official alternatives/market context: ADJD publishes a typing-offices resource and a notary-services pathway.[13][15][16] The handoff’s prior review did not establish Al Ettejah as an authorized private notary; this review does not infer lack of authorization either. Obtain the business’s own documentary proof and named provider details before using “notary,” “private notary,” “certified,” “court accepted,” or official-authority language.[14][16]
What competitor sites suggest—not what their Ads accounts prove
- Typing providers make their location, phone/WhatsApp, directions and specific task/service visible early; local wording such as “typing center/office Abu Dhabi” is common.[17][18]
- Other typing/transaction sites also emphasize service breadth and direct contact.[19][20]
- Translation specialists lead with legal/certified scope, language coverage, credentials, quote speed and contact. Treat these as observed page themes and self-claims, not proof of paid keyword selection or ranking performance.[23][24][25]
- A local service page should answer: what the business itself does, who performs regulated work, which language pair/document types are accepted, what the customer pays the business versus external authorities/partners, and how to get a quote.
- I did not obtain competitor Ads-account data or a reliable competitor conversion benchmark. Do not tell the owner “competitor X is bidding on keyword Y” or that a term “performs best” based only on the public website.
4. Bilingual keyword recommendations
The accompanying workbook contains 50 English and 50 Arabic Planner-validation terms. Each row is categorized as Measured, Candidate, or Gated, with service cluster, suggested landing page, match approach, exact source-export metrics when available, and required launch checks.
Highest-priority measured terms
| Language | Exact Planner term | Avg. monthly searches | Competition | Top-of-page bid (USD, low–high) | Recommendation |
|---|---|---|---|---|---|
| English | typing center near me |
5,000 | Low | 0.19–0.55 | First typing test after address/coverage verification; watch search terms closely. |
| English | typing center abu dhabi |
500 | Low | 0.35–2.11 | Strong local exact/phrase candidate. |
| English | typing office abu dhabi |
500 | Low | 0.35–2.11 | Local commercial alternative. |
| English | legal translation abu dhabi |
500 | Medium | 1.79–5.27 | High-interest term, held until translator/licence/landing-page proof. |
| English | translation services abu dhabi |
50 | High | 2.18–9.60 | Test later; broad and comparatively expensive. |
| Arabic | مكتب طباعة قريب مني |
500 | Medium | 0.17–0.45 | Strong local typing candidate; verify actual service area. |
| Arabic | مكتب طباعة ابوظبي |
50 | Medium | 0.18–1.39 | Keep spelling variant; exact/phrase test. |
| Arabic | مكتب طباعة أبوظبي |
50 | Medium | Not reported | Keep both Abu Dhabi spellings; validate in language-filtered Planner. |
| Arabic | ترجمة قانونية ابوظبي |
500 | Low | 2.18–7.85 | High-volume translation phrase, gated; bid range is not actual CPC. |
| Arabic | مكتب تخليص معاملات أبوظبي |
50 | Medium | 0.30–1.49 | Gated until the activity/authorization and exact service role are confirmed. |
Google states Keyword Planner historical monthly volume is based on selected geography/network and includes close variants; bid ranges are historical top-of-page ranges, and small-area forecasts can be less accurate.[2] Treat the table as evidence for where to validate first—not as a forecast of leads.
What I would focus on first
- English typing/document preparation:
typing center near me,typing center abu dhabi, typing office abu dhabi, thendocument typing abu dhabianddocument preparation abu dhabias volume-check candidates. - Arabic typing/document preparation:
مكتب طباعة قريب مني,مكتب طباعة أبوظبي,مكتب طباعة ابوظبي, thenتجهيز مستندات أبوظبيandإعداد مستندات أبوظبيas candidates. - Legal translation:
legal translation abu dhabiandترجمة قانونية ابوظبيare the best measured translation-volume signals, but do not launch or claim certification/official acceptance until the responsible licensed translator/provider and precise permission are verified. ADJD guidance makes translator credential verification a practical pre-launch requirement.[14] - Defer broad/high-cost gated terms: the supplied export shows
company registration abu dhabiat 500 searches and USD 6.19–25.63,pro services abu dhabiat 500 and USD 3.20–16.82, andbusiness setup abu dhabiat 500 and USD 2.44–20.57. Those ranges make them poor early tests on a small budget unless the owner confirms profitable, permitted service scope and lead value. - Do not launch “notary,” POA, government-document, visa, Emirates ID, TAMM, MOHRE, court, trade-licence or attestation keywords yet. These are in the 100-term research list so the owner can inspect demand, not because they are launch recommendations. They remain gated pending licence, service-provider, and truthful-claims evidence.[10][13][14] ADJD’s official typing/notary material should be checked against the provider documents before using any related claim.[15][16]
Search/SEO keyword use
Paid Search and SEO can share service language, but should not be one undifferentiated list. Use high-intent local service phrases and tight controls in Ads; map each service cluster to a helpful English or Arabic landing page for SEO. Build only location pages that correspond to real service coverage; do not create thin “near me” doorway pages. Google’s SEO guidance recommends helpful, people-first content and a crawlable, understandable site; Search Console should be used for actual organic query/page data after the domain works.[11][12]
5. Recommended campaign architecture and spend controls
Full structure after readiness checks
| Campaign | Ad groups | Language/landing page | Daily planning split | Launch condition |
|---|---|---|---|---|
| Search — Typing & Document Services | Typing & Documents EN; طباعة وتجهيز المستندات AR | English and Arabic ads/URLs matched to separate service pages | $17/day | Website/domain resolves; business activity and exact typing/document services confirmed; call/WhatsApp path works. |
| Search — Legal Translation | Legal Translation EN; ترجمة قانونية AR | Separate bilingual legal-translation pages with named qualified provider/credential and scope | $10/day | Keep paused until provider/licence/claim and landing page are documented. |
- Target Abu Dhabi city/service area, but confirm the real office and eligible coverage before using “near me,” Al Nahyan, or Muroor variants. Use English and Arabic ad copy and landing pages; refresh Planner with each language separately because the saved plan used all languages.[1]
- Start with exact and phrase match rather than broad match. Phrase and exact can still match related searches; review the Search terms report and exclude irrelevant queries carefully.[9]
- Begin on Google Search only and keep service clusters separated. Do not add multiple near-duplicate keywords across campaigns; Keyword Planner warns that similar terms/campaigns can overlap and make forecasts less reliable.[2]
- Use a conservative click/bid approach for the first data-gathering phase; do not optimize to button clicks as if they were confirmed sales. Promote a true qualified-lead conversion to primary bidding only after the call/enquiry log can validate lead quality. Google’s conversion setup supports button-click events and distinguishes primary versus secondary actions.[6]
- Budget remains $27/day combined at most as an average planning level, not $27 per campaign. The draft split is $17 + $10. For most campaigns, actual daily cost can reach twice the average daily budget on a high-traffic day, while the monthly limit is based on 30.4× average daily budget. If a strict AED 3,000 ceiling includes bank conversion/VAT, set a lower margin of safety and verify the account’s monthly limit; do not rely on an average-only cap as a strict daily cap.[4]
- No broad negative roots such as
pdf, word, free, portal, status, government, visa, or generictranslationshould be applied account-wide without search-term review. Keep the source 65-negative list as a review inventory; job/career intent is the safest shared category, while other terms need phrase-level context.
6. Calls, WhatsApp and measurement
What can be measured responsibly
- WhatsApp button click: track a website outbound event such as
whatsapp_click. It measures a click/open attempt, not a message sent, qualified enquiry, appointment or sale. GA4 can capture outbound link clicks; verify a WhatsApp-specific event and its URL parameters in the live property.[7] - Phone link click: track
phone_clickontel:links as a call attempt. It does not prove a call connected or show duration. - Google call reporting: Google’s current supported forwarding-number list does not include the UAE. With call reporting off, Google says the direct business number is shown but Google Ads does not track the call via forwarding numbers. Do not promise Google call-duration/connected-call reporting for this UAE account. If a third-party UAE call-tracking number is considered, owner approval, provider cost and privacy/legal review are required.[3]
- Message asset: Google describes message assets as beta and requires account eligibility, a compliant account history and completed advertiser verification. If WhatsApp Business is offered in this account, test it only after checking the account UI and count the interaction as a contact attempt; its appearance/availability is not assured.[5]
- Website conversions: configure GA4/GTM and Google Ads only after the destination works, avoid double-tagging, and initially keep WhatsApp/phone click events as secondary/reporting signals. Google documents code-based button-click measurement and warns that primary/secondary configuration affects bidding.[6]
Owner enquiry-to-invoice log
Use the included 06_Enquiry_and_Invoice_Log_Template.csv. Keep a unique internal lead reference and record: date/time, source, campaign/ad group, query or keyword if available, language, requested service, contact type, whether a call/message was received, qualification and reason, booking, invoice/payment, retained revenue, external/government/partner cost, gross profit, and repeat status. Store personal contact details only in the business’s access-controlled CRM, not in this reporting spreadsheet.
Until those records exist, report spend, impressions, clicks, CTR, CPC, Search terms, and phone/WhatsApp contact attempts only. Do not claim qualified leads, customers, revenue, close rate, or ROAS without owner disposition and invoice evidence. Define an acceptable cost per qualified lead only after the owner provides gross margin, external costs, average ticket, and capacity.
7. Website, SEO and conversion-readiness plan
The supplied URL alettejah-alsaheeh.online failed DNS resolution from this VPS during this review. The prior handoff says a live Arabic site existed; the two observations conflict. This report does not claim the site is globally down, and no current page-level technical/content audit could be completed. Confirm the exact live domain before writing ads or installing tags.
After access is restored:
- Confirm the legal business name, license activities, address, phone/WhatsApp Business number, opening hours, and the same details across site and Google Business Profile.
- Build/verify a useful English and Arabic page for Typing & Document Services, and separate language pages for Legal Translation only after credential verification. Add clear scope, document types, prices/quote logic, turnaround only if true, and a direct contact CTA.
- Use native Arabic copy, not word-for-word auto-translation; distinguish independent preparation/translation from the government/notary’s own service and fees.
- Add privacy and tracking disclosures appropriate to the actual data/tag setup; verify mobile load, contact links, form delivery, and 404/SSL behaviour.
- Connect Search Console and GA4 after site ownership and consent/privacy requirements are addressed. Use Search Console impressions/clicks/queries/pages as SEO evidence; avoid ranking guarantees.[11][12]
8. Compliance and service-eligibility gates
The handoff lists notary/POA, legal translation, attestation, government transactions/PRO, company setup/trade licences, visas/Golden Visa, Emirates ID, MOHRE/work permits, court filings/notices, TAMM, and travel visas. These are reported service areas, not proof of the client’s authorization or current service capability.
Before advertising any regulated or government-linked keyword/claim, collect and verify:
- Trade licence and exact activity names.
- Who actually performs the service (Al Ettejah, named licensed person, or named partner).
- A copy/record of relevant translator, notary or authority credentials and confirmation they cover this exact activity/service.
- A truthful landing-page explanation of the business’s role, the licensed provider’s role, and government/notary/partner fees versus Al Ettejah’s fee and VAT.
- Google Ads policy/account eligibility and any required advertiser verification.
Do not imply government ownership/affiliation or direct authority without evidence. Google Ads policy prohibits misleading representation; a business name, service claim, provider credential and destination page should all agree.[10] ADJD publishes official typing-office/notary pathways; those resources do not establish Al Ettejah’s own permission by name.[13][15][16] The supplied handoff likewise says the prior review did not confirm private-notary authorization; obtain the client’s own provider/licence evidence before using regulated claims.[14][16]
9. 30/60/90-day operating plan
Before launch: owner confirms domain, licence/service scope, location, phone/WhatsApp, translator/partner, prices, privacy notice, and primary conversion definitions. Verify both language landing paths, tags and test contacts. Keep all campaign drafts unpublished until the owner explicitly approves the final settings at launch time.
Days 1–30 (controlled baseline): run only the eligible campaign(s); inspect Search terms weekly; record contacts and outcomes; exclude clear junk searches; compare language/service ad groups; report actual spend and attempts without overstating outcomes.
Days 31–60 (quality review): assess qualified enquiries and booked/paid outcomes against the owner’s actual gross margin and capacity. Reallocate only with owner visibility; retain exact/phrase control if search-term quality is mixed.
Days 61–90 (decision): continue, adjust, or stop each service/language cluster based on verified cost per qualified lead and retained gross profit—not volume, CTR, or a competitor’s website claims. SEO query/page performance remains a separate reporting line.
10. Owner inputs required before any launch
- Correct, working website domain and English/Arabic page URLs.
- Trade licence and exact activity list; named legal translator/notary/PRO partners and credentials, if applicable.
- Confirmed contact number, active WhatsApp Business profile, location, working hours and service area.
- Which services should be the initial offer, what the business itself does, and approved pricing/fee separation.
- Enquiry log owner, lead qualification definition, average order value/gross margin and service capacity.
- Confirm whether AED 3,000 is the Google Ads media-only amount, whether it includes VAT/bank charges, and confirm account currency.
- Owner’s explicit action-time approval before any campaign is published or made eligible to spend.
11. Scope and assurance
This is a research-based launch plan, not a guarantee of ranking, lead volume, cost per lead, revenue or ROI. Management fee is separate from the Google media budget. The owner proposal file contains placeholders for my onboarding fee, monthly fee, term and service-level commitments; no price or guarantee has been invented.
